Captain Hoyos was born in Bogotá, Colombia to Colombian-American parents and was raised in the suburbs of New York City. He elected to forego a civilian college scholarship to enter Naval Service immediately following high school, attending Recruit Training in Great Lakes, Illinois. His enlisted training included Basic Enlisted Submarine School, Navigation Electronics Technician "A" School, and a Navigation “C” School Pipeline. On completion of his enlisted training, he received screening and detailing to USS PARCHE (SSN-683).
Shortly after being frocked to Second Class, he was selected for a Reserve Officer Training Corps scholarship. Upon graduation from Boston College with a Bachelor of Science Degree in both Nursing and Philosophy, he was commissioned as a Nurse Corps Officer. Captain Hoyos also holds an undergraduate degree in Electronic Systems from Thomas Edison State University, a Master of Human Relations, and a Master of Arts in International Relations from the University of Oklahoma. His qualifying degree as a Psychiatric and Mental Health Nurse Practitioner is a Doctor of Nursing Practice from the University of San Diego. The focus of his doctoral work was on suicide risk assessment in military populations.
Assignments for Captain Hoyos include National Naval Medical Center in Bethesda, U.S. Naval Hospital Okinawa, U. S. Naval Hospital Yokosuka, Naval Medical Center San Diego, Naval Hospital Twentynine Palms, Submarine Development Squadron Five, and Navy Medicine Readiness and Training Command Okinawa. He reported to Navy Medicine Readiness and Training Unit Groton in June 2022, where he served as the Officer in Charge. Captain Hoyos was competively selected as Executive Officer at Navy Medicine and Training Command New England and will report in July 2025. Notable humanitarian service includes having provided health care with a non-governmental organization following the earthquake and tsunamis in Southeast Asia in 2006. He has had sea service aboard the USS PORTLAND (LSD-37).
His personal decorations include the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal, the Navy Good Conduct Medal, and the Navy and Marine Corps Overseas Service Ribbon. He holds qualification as both a Navy Rifle and Navy Pistol Expert and is further qualified as a Basic Parachutist with the Army of the Czech Republic, a NATO ally.
Furthermore, he is board certified by the American Nurses Credentialing Center and maintains professional affiliations with Sigma Theta Tau Honor Society of Nursing, the American Psychiatric Nurses Association, and the California Association of Nurse Practitioners.
Captain Hoyos resides with his Japanese-born Shiba Inu, Ollie, in Mystic, CT.
